Govt Plans To See Dogs Fitted With Microchips

Millions of dog owners will have to pay for their pets to be fitted with a microchip, under plans set to be announced next week.

Ministers are expected to say that every newborn puppy should be fitted with a device giving details of who they belong to.

The information will reportedly be stored on a central database which can be accessed by police and the RSPCA.

The government believes the proposals will make it easier to trace and prosecute owners of violent dogs.

But there are concerns that such individuals will not obey the law, while responsible people will be hit with extra costs.

Charities have broadly welcomed the rules, suggesting they could also help reunite lost dogs with owners.

But Neil Parish MP, chairman of the All-Party Parliamentary Group on Animal Welfare, told the Daily Mail: "If we're not careful we're going to make things more difficult for legitimate dog owners, and not solve the real problem of dangerous dogs.

"We have got to find the dogs who are being bred illegally by people who mix breeds to create potentially vicious dogs.

"It's not so much the dogs that should be targeted, but the owners who train them to be vicious that must be targeted."

Welsh Environment Minister John Griffiths said last December that he was considering introducing legislation requiring all dogs in Wales to be microchipped.

A consultation is due to be launched later this year.

Mr Griffiths said: "Licensed dog breeders in Wales are already required to microchip all animals on their premises prior to them being moved or sold on.

"However, we are now considering plans that would require all dogs in Wales to be microchipped. This would promote responsible pet ownership, ensure pet owner accountability and help to improve the welfare of dogs across Wales."

Families Of Victims Speak Of Stafford Neglect

The families of three patients that died at Stafford Hospital have spoken of the neglect and failings there.

It was March 2010 when 61-year-old Alan Nash walked into Stafford Hospital for a routine colonoscopy.

Inquiries were already underway into a scandal, which suggested that between 2005 and 2008 up to 1,200 patients may have died needlessly.

As a result the Nash family believed the standards of care would be high. But Mr Nash's bowel was perforated and he died the same day.

His daughter Marie Hillman said: "We felt that all eyes would be on Stafford Hospital so there would not be any mistakes. Obviously it is one of the biggest regrets I have that we talked him into going."

His wife Jenny Nash: "I don't exactly know where the room is where they do the colonoscopy. But I was just sitting in the waiting room and it is not a big area anyway.

"I did hear. It was just like somebody had been punched in the stomach where you get that gasp, if you like and it was quite loud. I think that is when they actually perforated it."

Ms Hillman said: "He had gone into hospital for a routine diagnosis. It was just like a nightmare. A nurse said to me, you will probably find that this happened at home. This happened before he came in.

"And I thought there is no way. Dad walked into the hospital, there is no way this happened at home."

The family thought that they were trying to blame Mr Nash and "pass the buck".

His wife said: "I wasn't with him at the time, I was outside. I didn't know he was going to die."

Ms Hillman maintains that there has been no apology at all.

She said: "We would like more answers. We would like reassurance that steps have been put in place that would prevent this from happening to somebody else. But we haven't had that as of today."

In the case, the hospital did not accept that it had breached its duty of care.

Doreen Duff had already suffered a stroke before she moved to Stafford and came under the care of the local hospital.

She developed asthma and other complications and used the Accident and Emergency on a number of occasions before she was admitted. Doreen was 64 when she died in 2008.

Her husband James Duff said: "The A&E department was just chaotic. You couldn't get a doctor. If you did see one they would go off once they had seen you and they wouldn't come back until they had time again. Short staffed, rude, very, very dirty.

"At one time she was discharged from A&E and was back in A&E within an hour. She suffered more strokes and was eventually paralysed from the neck down and couldn't speak.

"When Doreen went in she was quite a bubbly person and had quite a good quality of life. She had lost the use of her left side but she had still got all the right side and she was as bright as a button.

"When she came out she was paralysed from the neck down, couldn't speak and everything had just gone. That was just because of the care she received in Stafford Hospital, a lack of care. Not giving her medication, not given the proper fluids and left in a bed that is wet, in your own faeces.

"After what we have all been through, the relatives of these, the care still isn't as it should be. They are still getting complaints coming through."

Deb Hazeldine suffers from post-traumatic stress disorder because of her 67-year-old mother Ellen's death from the hospital superbug C-difficile at Stafford Hospital.

"I will never get over it," said Ms Hazeldine who admits that she still struggles to cope more than six years after her loss.

She said: "My mum was diagnosed with bone cancer in March of 2006. She had some aggressive chemotherapy and unfortunately she suffered a fall at home.

"She didn't sustain any injuries at that point and she was taken into Mid-Staffs where she was told she would need physio and rehabilitation just to get her back on her feet."

Her mother was put onto an open ward despite a family request for her to have a side room or an isolation wing.

"She very quickly contracted C-diff and MRSA. She died from C-diff. She was sitting in a bed in a ward and I was sitting opposite her. We were chatting and faeces fell and covered half of the floor. Obviously it was at visiting time and other people were looking across. My mum just started to quietly cry.

"She was mortified that she was in this state. I looked for a nurse and pressed the buzzer and after about five minutes nobody came.

"I got down on my hands and knees and I started to clean it. I couldn't let my mum sit there like that. 

"When she died we had a call from the undertakers that stated that mum had so many hospital infections that the hospital said she had to be buried in a sealed body bag because she would contaminate the ground she went into.

"Even now we are hearing of complaints that there is lack of support on the wards, these families are still raising the same concerns as I was raising six years ago, of having to go in and support their loved ones.

"I don't understand that six years on, I really don't understand that."

Poverty Blamed For Increase In Child Neglect

Nine out of 10 teachers, police officers and social workers come into contact with children they suspect are being neglected - but 40% feel powerless to intervene, blaming a lack of resources.

A report by Action for Children also reveals that members of the public who would like to see more support when reporting such concerns has almost doubled in three years to 44%.

The charity's Helen Donohoe told Sky News: "The reason 40% feel powerless to intervene is is not because they don't want to do something or because they don't know what to do, it's because they don't have the resources or, just as importantly, the right resources in the right place to take action early.

"In many ways they feel problems have to be far worse before they can take action, they feel they don't have the resources to do something early because they are so stretched into other areas of more extreme and immediate need."

The study found that a third of the public who had concerns about a child did not tell anyone - mainly because they did not think they had enough evidence - while 15% were worried of repercussions.

Some 14% of professionals have reported a rise in suspected child neglect over the past year and of these, nearly three-quarters believed a deterioration in parenting skills was a contributing factor to the increase.

Two-thirds believed greater poverty was to blame and more than half blamed family breakdowns.

The report is one of the most comprehensive reviews into child neglect; the second in an annual series by the University of Stirling. Six thousand members of the public, a range of professionals and 27 local authorities took part in the research.

Dame Clare Tickell, the charity's chief executive, said: "It is of grave concern that one in every 10 children could be suffering neglect.

"We know that early help has the potential to transform the lives of children and families, yet today's report tells us that the public aren't being given the know-how they need and professionals' best efforts are being hindered by stretched budgets and a lack of resources."

Action for Children wants the Government to introduce a website with a post code function to enable the public to seek the most appropriate help at the earliest opportunity for children they are worried about.

The charity is also asking the Government to meet its commitment to putting measures in place to support professionals to make decisions whether and when to intervene.

Shadow minister for children and young people, Lisa Nandy said: "It's shocking that so many more children are facing neglect and ill-treatment than this time last year. This report should act as a wake-up call."

Care Home Paedophile Ring: Two Men Arrested

Two men have been arrested as part of a police probe into an historic paedophile ring involving children's homes in southwest London.

Boys were allegedly taken from up to three care homes in Richmond to the Elm Guest House in Barnes where they were abused by gay men, said Sky News' crime correspondent Martin Brunt.

A 66-year-old man from Norfolk and 70-year-old John Stingemore from East Sussex have been arrested on suspicion of sexual offences, said police.

Stingemore is believed to have been deputy head at one of the care homes at the time of the abuse in the early 80s.

Some prominent Tory politicians and other high-profile individuals are thought to be involved, said Brunt.

The arrests were made as part of Operation Fernbridge, which was launched after concerns were raised by MP Tom Watson.

Speaking in Parliament in October last year, he said that a file of evidence used to convict Peter Righton of importing child pornography in 1992 contained "clear intelligence" of a sex abuse gang.

Mr Watson alleged that a member of the group had bragged about links with a senior aide to a former prime minister.

Scotland Yard detectives have been interviewing alleged victims - who claim they were abused at the guest house by gay men.

Commander Peter Spindler of the Metropolitan Police said: "This is a complex multi-agency investigation supported by the NSPCC, CEOP and Richmond Social Services involving non-recent allegations of sexual assault against children.

"It is vital that anyone who has been affected by or has information about activity in the early 1980s at the Elm Guest House, or the Grafton Close care home in Barnes, speaks to the NSPCC on their Helpline on 0808 800 5000, or their local police."

A spokesman for Richmond Council, which ran the care home, said: "Richmond Council considers the safeguarding of all children and young people as an utmost priority and we take any allegations of abuse very seriously.

"As such we are offering our full support and co-operation to the police during their investigation. As the investigation is ongoing, it would be inappropriate to comment further at this time."

Gull Shot Through Neck With Crossbow

A herring gull has been shot in the neck with a crossbow in an attack which has been condemned as "sickening".

The young had to be put down after it was discovered in Inverness with a bolt through its neck.

Animal campaigners in the city said it had been hit at close range in the attack on Tuesday morning.

Scottish SPCA chief inspector Iain Allan said: "This was a sickening incident which would have caused this bird a great deal of pain and suffering.

"We suspect this was a deliberate attack with the intention of causing harm to a defenceless animal."

Last month police were called in to investigate after a duck at a country park in Barnsley was shot through the neck with a crossbow.

The Scottish SPCA is appealing for anyone with information about the attack on the herring gull to contact them.

They should call the Scottish SPCA animal helpline number, which is 03000 999

Spurs Fans Attack: Three Held In Rome Raids

Three men, including two Lazio fans, have been arrested after nine homes were raided in Rome as part of an investigation into an attack on Spurs supporters.

The suspects - aged 25, 34, and 36 - are accused of wounding and aggravated damage at the Drunken Ship pub in the city centre in November before a Europa League match between Lazio and Tottenham.

The trio were detained in raids by officers from a specialist unit which investigates football-related violence.

The arrests followed weeks of undercover work as well as examining CCTV footage and telephone interceptions.

Violence broke out when 50 assailants stormed the bar where Spurs fans were gathered.

Their faces were masked with motorbike helmets and scarves and they were armed with knives, baseball bats and knuckle dusters.

Seven people were injured, including an American and a Bangladeshi, and the pub was left in tatters, with windows broken and chairs and tables overturned.

One of those arrested in the raids was a Romanian. Another six people are being questioned but have not been formally arrested.

Sky sources said they all have links with extreme right Lazio fans known as 'ultras'. Another 20 raids are expected.

The three suspects were traced after interviews with witnesses and also CCTV footage which showed the men leaving the pub and then heading to the Appio area of the city which is a well-known Lazio stronghold.

Detectives added the men were traced thanks to telephone and text message records before and after the attack.

Ashley Mills, a Tottenham fan who was in Rome to watch the Lazio game, suffered serious injuries to his skull and thigh.

He needed emergency surgery after he was slashed in the upper thigh and lost several pints of blood.

Doctors kept him in hospital for 10 days before he was discharged and flown back to Essex by a private air ambulance.

Other Spurs fans hurt in the attack included Dave Lesley, Stephen Tierney and Christopher Allen.

Two men, Francesco Ianari and Mauro Pinnelli, have already been arrested by police and although they were initially accused of attempted murder, the charge has now been lowered to wounding and they are still in custody.

Lamberto Giannini, chief of the DIGOS police unit involved in the operation, said that the motive was not anti-Semitic.

He added:' "We don't have any evidence or testimony from witnesses to back that up. There was no anti-Semitic shouting or insults - this was a specific part of the investigation and we paid close attention to it.

'"In certain extreme cases, which go beyond the normal definition of Ultras (fans) and in my opinion touch the edge of madness, there are some games that are more high risk and these tend to be ones involving English sides.'"

Police said that they expected to make further arrests adding that they thought at least 20 other people were involved in the attack.

The three held were kept in custody and had to provide DNA samples which were compared to evidence taken from the scene on knives and other weapons as well as scarves and helmets.

Car Registrations Up For 11th Month In A Row

New UK car registrations continued to rise for the 11th consecutive month in a row, according to new figures.

Latest data from the the Society of Motor Manufacturers and Traders (SMMT) showed here was a 11.5% rise of car sales, to 143,643 units, over the period.

January saw the third month of double digit growth in the past four months.

Set against a challenging economic backdrop, it suggests deals and offers have helped to drive demand.

Cost-conscious and environmentally-minded motorists were attracted to advances in fuel efficiency across all ranges and new alternative propulsion systems.

These include diesel-electric hybrids, plug-in hybrids and extended-range electric vehicles.

There was growth across all fuel types, although alternatively fuelled cars saw a 7% rise.

The Ford Fiesta was the best selling car in January, followed by the Focus and the Astra.

Meanwhile, the Mini, Dual Purpose, Lower Medium and MPV segments all posted double digit gains, largely on the back of new models being introduced over the past 12 months.

As result of the positive figures, the SMMT has revised its growth forecast upwards for this year and predicted firm growth in 2014.

The market is expected to rise by 0.6% to 2.057 million units in 2013 and by 2.6% to 2.11 million units in 2014.

Mike Baunton, SMMT Interim Chief Executive, said: "The new car market has started the year confidently with registrations climbing 11.5% in January.

He added: "Lifted by a solid rise in private demand, the new car market posted its 11th successive month of growth with motorists attracted to forecourts by the latest models and competitive deals on offer."

The automotive industry is a vital part of the UK economy, accounting for 700,00 jobs and 10% of total UK exports.

Alan Greaves: Funeral For Attacked Organist

The widow of a man who was killed on his way to midnight mass has told how her thoughts turned to those responsible as she sat by his body on Christmas Day.

Church organist Alan Greaves, 68, was attacked on Christmas Eve as he made the short walk from his home to his church in Sheffield.

Speaking at his funeral, Maureen Greaves said: "Alan bought me my last bunch of flowers on Christmas Eve morning. When I went to thank Alan and give him a kiss, he said to me 'I love you so much Maureen, and I'm so glad that I married you."

She added: "On Christmas Day when I sat beside Alan's bruised and battered body, it was only natural that my thoughts would turn to the men who had so cruelly and brutally attacked him.

"But even then, I could hear Alan saying to me 'Maureen, don't give yourself permission'.

"I am so truly thankful to have loved and been loved by Alan. I am so proud of the man he was, and of the life that he lived.

"As my husband and my best friend, Alan loved me really well.

"He did so many little things that showed me every day how much he cared for me and supported me in all that I did."

Earlier, Mrs Greaves told Sky News that her husband's death was a "very great shock".

The couple both worked for the Church Army and devoted a lot of time to helping and supporting others.

Just weeks before his death, Mr Greaves had helped establish a new food bank project for people in South Yorkshire.

Mrs Greaves said: "Obviously the house is full of memories. One of the saddest memories is that the piano has fallen silent.

"It is not something I'm going to get rid of, I will keep it and Alan's two daughters can play the piano and one day one of them might inherit it."

Close friend Rev Canon Simon Bessant told Sky News: "He was involved in the local school, he played the piano, he was a school governor, he did lots of visiting, he did counselling, a lay preacher and he's been involved in so many things.

"He never drew attention to himself, he was a fairly quiet person and I think it is people like that that often make the difference because they quietly get on and do things."

The couple got married in Sheffield in 1972 and had four children together.

Since the murder, the family has been touched by the huge support from people affected by his death.

Mrs Greaves said: "It has been very overwhelming and humbling.

"Whenever I have walked on the streets people have come to me to give me a hug to say how sorry they are and especially to ask if they can do anything for me.

"Some people that have done that I know well - others have been complete strangers."

Two men have been charged with Mr Greaves murder. Jonathon Bowling, 22, and 21-year-old Ashley Foster are in custody awaiting trial.
